Major problem for HR Manager???

The Major problem is faced by every Hr Manger is successful recruitment of the manpower for the concerned firm ,company or organisation cause of that they find the major source of recruitment which are paid .The consultancies are charged the different-different amount for the manpower they charged 10.33% to 16.5% on CTC (cost to company) for providing the manpower to the company .In that situation in newly established firm,company and organisation  non availability of sufficient funds resulting, that the Hr manager used the free sources of recruitment like friends reference and employees references.on the such condition it is so worst to make successful recruitment for the company. that will harm the firm ,company and organisation in profit maximisation and sales maximisation.
